The Community of Batercus is a huge, economically powerful nation, remarkable for its devotion to social welfare. Its compassionate population of 878 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, Commerce, and Healthcare. The average income tax rate is 74%, and even higher for the wealthy. A robust private sector is led by the Tourism industry, followed by Information Technology and Gambling.

Young children are regularly seen wagering pocket money at blackjack tables, a niche industry catering to S&M enthusiasts has sprung up, drug distribution is tightly controlled by the government, and people reciting Shakespeare have become a common sight. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Batercus's national animal is the Dragon, which is also the nation's favorite main course, and its currency is the Batergold.
